Methodology

This report is the product of the Green Scissors Campaign, a diverse coalition of environmental, taxpayer, budget watchdog, consumer and other groups that have come together to cut wasteful and environmentally harmful spending and subsidies.

The Green Scissors Campaign has a proud record of accomplishment. Over the six years of the campaign, we have helped to eliminate more than $24 billion of wasteful and environmentally harmful programs and subsidies - $17.4 billion of which came from the elimination of poorly planned energy projects. Nevertheless, as this report demonstrates, many more polluting wasteful energy programs and policies must be eliminated or reformed if we are to protect taxpayers and the environment.
